Attached is Ordinance No. 883 a Rezone of Lot 3 of the Old Quarry Addition from RM: Manufactured Housing to PD: Planned Development. This is to be considered second reading and adoption for Ordinance No. 883 to rezone Lot 3 of Old Quarry Addition from Manufactured Housing to a Planned Development. The new property owner of Lot 3, Paul Zweiffel is seeking to construct a new set of buildings on the property and is requesting flexibility to utilize the property for both Light Industrial and General Business District purposes. The Planned Development Ordinance No. 883 reflects a base zoning ordinance of B-2: General Business District and I-1: Light Industrial District. The accessory uses, parking, signage and fence regulations are based on I-1: Light Industrial District. The Density Yard and Height regulations are based on the requests of the property owner. The property owner intends to construct a building on the west end of Lot 3 abutting the Highway ROW and another building on the north side of the property with a parking lot in between. The Planned Development allows for the installation of a private holding tank and installation of rural water until the City extends utilities to the site. At that time the property owner acknowledges the responsibility to connect to City utilities and a responsibility for costs. The City and Dell Rapids Economic Development Corporation that owns Lot 5 to the west plans to work with Mr. Zweiffel regarding the extension of utilities.
The purpose of a Planned Development is to allow for a property owner to utilize property outside of the prescribed Zoning Regulations. Essentially creating a specific zoning district for the property requesting. The Dell Rapids Planning Commission met on November 10th and recommended approval of Ordinance No. 883 to the City Council.
